I would like to have my web application write a .ics calendar file to the localendar.com server so my users can import it into their Outlook calendar. Is that possible? Is webDAV supported? Or is there some other method to accomplish this?

If you're looking for a live ics link that your users can import, it's just
http://www.localendar.com/public/rgscal.ics

Not sure why you want your web app to write out an ics though.. if you want to write a third-party file to us and just have it hosted on localendar, that's not something we offer (but we do have a level of dropbox integration; see the Announcements section)
