I have my HOTMAIL Calendar linked via iCal to Localendar and Hotmail is displayed correct time HOWEVER Localendar is displaying EASTERN time and I have the TIME setting set to CENTRAL.

Before I try to answer, are you talking about daylight savings time for both the HotMail and the Localendar times displayed?

I enter all my EVENTS in my Hotmail Calendar and in the CST, and I have Localendar linked to my Hotmail Calendar, and

Localendar is displaying in EST ??

I have checked Localendar setup and it is in CST, but ALL my events are showing up 1 hour ahead of my Hotmail Calendar.

PS: This JUST started this week, last week/month was displaying correctly... So maybe, since we are getting close to the November 1st (End Daylight Saving Time), something is not correctly setup with the Daylight Saving times...

Since this problem just started, I wonder if either Hotmail or Localendar is on the old Daylight Savings time switch date?

P.S. I am on Eastern Daylight Time. I just checked this message, and the time shown in Localendar for when I sent it is Eastern Standard Time. I can't remember if Localendar remains on standard time all year or not. I think it does, since it is based on GMT. There are some threads on this forum (perhaps last year or earlier this year) that discussed the Localendar clock settings in detail.

Have you made any changes to your calendar settings? Things appear normal to me at first glance.

I looked at your iCalendar import, particularly the event:

SUMMARY:MN Wild Hockey
LOCATION:vs. Blue Jackets
DTSTART;TZID=Central Standard Time:20151022T184500
DTEND;TZID=Central Standard Time:20151022T231500

The time in your Hotmail file (above) is 184500 to 231500
That is (in 12 hour format) 6:45-11:15

When I look at your localendar calendar, I see the event does appear on Oct 22 from 6:45 to 11:15. So localendar is displaying exactly what is being sent to it in the iCal feed from Hotmail.

If that is *not* the time you expect, then the issue lies within the feed that localendar is receiving and not on localendar itself.
