Can public side category filtering be turned off and on for an account? I'm asking because right now category filtering isn't available on our public calendar and we'd like to make it available. I'm thinking I must have turned if off by mistake?

Yes. If you are in the Event Category Editor, there is a checkbox for
[ ] Hide default localendar categories on the public calendar

If you check it, the category filtering will not be shown
