And importing from a url is still not working at all for you?
I did some testing myself using my own calendar last week, and I was able to see my events imported.

I agree - importing from a url is extremely more preferable than a file import. The test we supply is *exactly* the same for these 2 methods. Google hasn't provided any answer as to why they treat them differently?

When you write "It doesn't show any changes I've made since" I am inclined to think that Google is caching the old feed for performance reasons. I have read peoples' complaints on this same issue many times (one of these threads has people complaining for 2+ years about this problem):

One person does propose this as a fix. Please let me know if you try it and it works for you:
 
i think i found an answer to one of the issues: if you updated a calender on any hoster, delete it from google and add it again with the same link. but this time, add "?nocache" at the end.

so the URL that you added to google should look like this for example: http://icalx.com/public/yourcalender.ics?nocache

by doing that, google calender at least doesnt just load any old version from its cache, but actually fetches the updates calender file
