I see now that to not have ads appear you must have the premium package. I have the cheap but cannot for the life of me figure out how to upgrade.

Yes. However, you will not be refunded the $9.95 if it has been longer than 60 days since you were billed.

I upgraded and paid and the ads just keep coming. Not sure if you want to spend the $$ for nothing.

I don't see ads either. You might want to check and make sure you'd not seeing a cached version of an old page.
