Re: iCal Export Feeds Available
Here's an All Day event on 12/14 that was created on, and exported from, a Google Calendar:

BEGIN:VEVENT
DTSTART;VALUE=DATE:20101214
DTEND;VALUE=DATE:20101215
DTSTAMP:20101203T210103Z
SUMMARY:All Day Event
END:VEVENT

Note how it starts on the 14th, and ends on the 15th. Conceptually, you would think this must be a 2 day event.. But I believe the 15th is actually interpreted as "midnight on the 14th". Likewise, the 14th is also "midnight on the 13th". Between those times is actually the Full Day of the 14th.

In any case, we're giving Google back what it spits out, so those All Day events should be interpreted correctly. Still looking into your RRULE question.
