Let me thing about this.... One problem is, you would need some way to identify who was in which group. This would mean everyone would have to log in - which seems kind of cumbersome (and we dont offer permissioning specifically for the "add event" feature at this level)

Here's a solution:
You have 2 calendars merged together. Say Calendar A merges in events from Calendar B.

On your website, you publish Calendar A (which include's B's events - optionally color-coded if you want).

In the footer of calendar A, you can have a link to Calendar B (or just share it with trusted people). Something like

<a href="http://www.localendar.com/public/calendarb">Add Events (approved people only)</a>

Now here's the cool part. For Calendar B, you have previously restricted it to certain members who will have to sign in when they click that link. And on Calendar B you have set it so that visitors can add events (under Options->General)

So your regular visitors get the ease-of-use of hitting the calendar page and seeing all the content without having to sign in. And if they try and add events themselves, they wont be authorized. Meanwhile, the "lucky" people will be able to click the link, sign in, and add events.

Under this plan, Calendar A would need a Premium Basic subscription (for the merging) and Calendar B would need a Premium Webmaster subscription to let visitors add events and to be password-protected.
