Yes; the "2nd notification" you are receiving *is* normal.. because when an event is edited, it could be changed completely. The calendar owner therefore has to be notified.

Of course, you can turn off this notification under Options->General and let events be visible immediately.

When you log in to change the event, you should just be flipping it from Private to Public and clicking update. I'll do some testing, but I haven't heard anyone complain about this causing an event to be deleted (again, this process is optional anyway and could be disabled under Options)
