How can I access localendar from mobile device?
Is there a way to send it to a samsung galaxy phone?

You can access any of the public urls for your calendar from your phone; some look better on the small real-estate of mobile devices than others (http://www.localendar.com/docs/display/lc/Your+Calendar%27s+URL+and+Parameters)

For example:
