Maybe there is a thread about this topic that I didn’t see. I’m using localendar for PTA & school events. Events change often and would like parents to be able to subscribe/synch to the calendar. Is that option available?

Yes; you can use iCal to sync your localendar to various other calendar sites and apps:
http://www.localendar.com/docs/display/lc/Importing+and+Exporting+from+localendar

You will want to use the "live" calendar url, and not export to a file.
