I have an interactive block style calendar inserted into my website but the categories legend not showing at the bottom. Should it be?

No, I believe the issue is because you are using the Special Transition effects on your calendar to switch between months. The category legend is not compatible with the special effects, so it's not displayed.

I have removed the transition effect and it still does not show the category links at the bottom of calendar.

It looks like you did not select a default color for the Chambers category. Because there is no color selected, localendar can't display a legend for this category (because what color would the legend be for?)

I temporarily selected a color for you to demonstrate the legend now appears

OK I now see that. But in your sample calendar - you are able to select or deselect the categories to display. Is this not an option for a block view calendar?

Not the particular style you are using (Month Block Style 2). The dates that span multiple days are created in such a way that dynamically hiding/showing them is not possible.
