I am creating (or hoping ot find out how) a group calendar accessable only to those with a password, but I would not like this Discussion Forum to be avail to all the users of the group calendar. Can this be done so it is only viewable to the Admin (myself)? Can an internal discussion board be created that is only viewed by those with the password?

No; discussion forum access would follow whatever access strategy you set up for the calendar.

Man, you're certainly bombarding the forum w/ questions! I would suggest exploring the features of the calendar, reading the FAQ, and searching the forums to see if your questions were already answered since it's your first day on localendar.
