Hello;
I have put a Staff Meeting Event on our local intranet calendar.
I set it as public, and clicked publish and it brought up several options. I chose the one below:
{NEW} I would like a fully-interactive embedded calendar as part of a web page

However, although the Event appears on the page, no one can edit the Event on this page. I thought it was supposed to be inter-active.

This page was set up using the IFRAME link you suggested.

What am I doing wrong?

By "interactive", we mean that a user can navigate the calendar forwards and backwards through time, without affecting the rest of your web page.

To allow users to add events, you would need at least a Premium Webmaster subscription. Note that this does not allow them to remove/edit existing calendar events - only to submit them for instant publication (or publication pending approval by the calendar admin)
