Wondering if it's possible to reduce font size on settings entered in general preferences - eg. header and footer...

It depends. Some of the fonts can be changed by surrounding the text with a <FONT> tag (or other tags such as <big> and <small>). That will change the font face/size/color of any text you enter. The font size/face of month/day names and titles is currently not editable (but will be as part of the CSS enhancement)
