I am trying to sync my localendar with my google calendar and outlook calendar. But I notice it is only syncing my public events. Is there any way to export my private event into other calendars also?

Only the CSV export presently exports Private events.
We should support Private events in the iCal *file* export also (I'll bug a developer wink )

Published calendar feeds (those "live" iCal Export links) will only support public events.

As a backup copy (which is what I think you're after) you want a file anyway. If you are just syncing the live calendar, then if an event went away on localendar, it would disappear on Google and Outlook too.
